create a shape with ellipse shape tool. you can also select the ellipse shape by pressing U from your keyboard. make a circle as I made in the following screenshot.
decrease the opacity of circle shape 100% to 45%.
now click on the custom shape Tool. and choose arrow 6 from custom shapes. and make an arrow with white color on the circle as I made in the following screenshot.
